Best In Show: ITS Based on PTV Technology Optimises Traffic Flow in Taichung City

Taichung City’s newly implemented Intelligent Traffic System based on technology of the German software company PTV Group has won the Distinguished Honor Award as best ITS project 2018 in Taiwan. The award was presented by Mr. Wang Kwo-Tsai, the Taiwanese Deputy Minister of Transportation and Communications, during the ITS Taiwan 20th Anniversary Conference, which took place in Taipei, Taiwan in December 2018.

Taichung City is growing rapidly. With currently around 2.8 million inhabitants, the city’s main transport corridors are suffering from heavy congestion. Especially during the peak hours and on holidays. To address the current traffic congestion issue, to make the best use of the existing infrastructure and further optimise traffic flow, the Transportation Bureau of Taichung City joined forces with Far EasTone Telecommunications (FET) and the technology provider PTV Group in October 2017 to upgrade the existing ITS system at their Traffic Control Center with a real-time solution.

At the heart of Taichung’s new ITS system is the real-time traffic management solution PTV Optima. It combines real-time data with a model-based approach, provides accurate traffic information in real time and enables dynamic forecasting for a timescale for up to 60 minutes as well as coordinated adaptive traffic signal optimisation.

Taichung Transportation Bureau Deputy Director-General, Feng Hui-Sheng stated: ‘We are glad to work with PTV to implement a coordinated real-time regional traffic control system. With the real-time traffic prediction, adaptive traffic control, event management and alternative path guidance function, we can better manage congestion and respond to incidents faster.’ Taichung City now proposes alternative routes to motorists.

Also, six intersections in the greater Taichung region installed the traffic-adaptive signal timing solution PTV Balance. It assists in designing various signal control options and sending the optimised signal plans to the local controllers in a 5-minute interval; thereby coordinating ramp metering in the region and reducing travel delay for motorists.

Kevin Yeh, director of FET has indicated his excitement of the initiative, stating: ‘We are pleased to be the first system integration partner to introduce PTV Optima and PTV Balance in Asia. This is also the first project for our telecom operators to promote an ITS solution. We will expand the use of mobile big data as a new data source for intelligent transportation services in smart cities.’

During the five-month project phase from October 2017 until February 2018, PTV technology has enhanced the network capacity allowing drivers to reach their destinations faster and more conveniently. It has effectively reduced area-wide average travel time by 9.4%, improved average traffic speed by 8.4% and increased the throughput rate by 7.6%.

‘The implementation of our solutions aims to optimize capacity and efficiency of the road network, and the goal is to predict traffic conditions, provide real-time information to travelers and in case of disruptions, help divert traffic and offer alternative routes’ says Omid Ejtemai, Managing Director of PTV Asia-Pacific.
